Zoning Administrator Levi Hill on Thursday continued a request to allow outdoor seating at 301 Lighthouse Avenue to the June 18 zoning administrator meeting after staff told him the site had not been field‑verified for the 7‑foot unencumbered sidewalk required by the Lighthouse Specific Plan.
Principal Planner Fernando Rivera told Hill that staff recommends adopting the resolution in the packet approving the use permit with conditions, including obtaining an encroachment permit and maintaining landscaping and storage for outdoor furniture. Rivera said the proposal envisions a future Roubaix Cafe with three outdoor tables and seven chairs and that the project was claimed exempt from CEQA under Section 15301, Class 1.
Hill asked whether staff had measured the unobstructed sidewalk width in the field and whether vertical obstructions — such as a light pole, tree planters or a waste‑collection staging area shown in photos — had been taken into account. Rivera said staff had not verified the 7‑foot width on site and that vertical protrusions were not included in the measurement review; he added that Public Works had reviewed the proposal and had no comments on file.
Because the applicant was not present to address those questions, Hill said he would continue the item and directed staff to field‑verify the sidewalk measurement, account for vertical obstructions and the apparent staging area for waste collection, and provide additional analysis before a decision. "So with that, we will continue this item to the June 18 zoning administrator meeting," Hill said.
