The Coffee County Capital Outlay Committee heard a series of maintenance and facilities updates in June 2026, including air-quality testing at the Manchester Library, roofing schedules for county buildings and progress on courthouse lighting.
Maintenance supervisor reported that two environmental firms tested the Manchester Library: one firm passed and one did not. "The reason being is because of the air handlers," the maintenance supervisor said, and crews have begun a deep cleaning of both interior and exterior air handlers with retesting expected soon. The maintenance supervisor said he hoped the cleaning work would be complete shortly and a follow-up test scheduled the following week.
On roofs, the maintenance supervisor said a budgetary figure for replacing the Manchester Library roof is $613,000 and that the Justice Center roof work is set to begin June 22 after a pre-construction walkthrough; he estimated the Justice Center roof work will take roughly six to eight weeks. The supervisor also said bidding on the Justice Center roof produced bids lower than the initial budget: "It was budgeted at 2.1, and it came in at like a 1.4," and that the difference left funds that could be applied to other projects.
Work at the old courthouse is underway to mount new lighting, but staff are waiting on a controller with the needed scheduling and zoning capability; a temporary controller will be used to test lights while the correct controller is obtained. The supervisor said the team hoped to have lighting adjusted and functional in time for Fourth of July events on the square.
The committee agreed to defer final decisions on the Manchester Library roof until the next meeting, when members said they would consider bids and funding options.
