Canton staff recommended June 4 that the council award a contract for replacement of the public safety building roof to Roof Technology Partners (RTP) for an amount not to exceed $456,408, which the staff presentation said includes the base fee, salvaging existing metal panels and a 20% owner’s contingency to cover unknown decking or insulation repairs.
Public Works/Facilities Manager Mister Ingram told council the roof installed in 2024–25 is failing and leaks during significant rain events; the review committee interviewed four proposers and recommended RTP as the lowest‑cost responsive proposer. Ingram described RTP’s approach to minimize vulnerability during the work—working in sections and applying a temporary waterproofing product that would protect the building for up to 90 days while metal panels are replaced.
Councilors pressed Ingram on warranty terms. One councilor asked whether labor warranty could be negotiated for longer than the two‑year labor warranty offered; Ingram said the two‑year labor warranty was what the proposer offered but that staff could request pricing for extended labor warranties and bring that back to council. Another councilor recommended the city engage a disinterested envelope consultant as an owner’s representative to oversee the project; Ingram said he had contacted Williamson and Associates and would pursue a recommendation for an independent monitor.
Given those outstanding negotiable items—particularly the length of labor warranty and oversight—the council voted to table the award until its June 18 meeting to allow staff to gather additional warranty pricing and propose an independent consultant if appropriate. The motion to table carried unanimously.
