The City of Waverly Planning and Zoning Commission on June 4 recommended that the Board of Adjustment approve a special provisional use for 1805 Horton Road so Northeast Iowa Community Action Corporation can occupy and operate at the site.
The chair opened a public hearing and invited comment. Carly Schmelzer, chief operations officer for Northeast Iowa Community Action Corporation, identified herself as the applicant’s representative and said the application was straightforward and that she was available to answer questions. "If anyone has any questions, I'm happy to answer," Schmelzer said.
Staff explained the change of use: the building previously hosted a Head Start classroom and because the nonprofit’s planned operations differ from the prior preschool use the property requires a special provisional-use designation under the zoning code. A commissioner asked whether the nonprofit would generate more traffic than the Head Start classroom; Schmelzer said daily vehicle volumes would likely be similar but more spread out because services are scheduled by appointment rather than concentrated at morning drop-off and afternoon pick-up.
After discussion a commissioner moved that the Planning and Zoning Commission recommend approval of the special provisional use to the Board of Adjustment. The motion was seconded and passed by voice vote; no opposition was announced.
The Board of Adjustment will receive the commission’s recommendation for final action; no final decision was made at the June 4 meeting.
