Trustees of Carrollton‑Farmers Branch Independent School District on June 4 voted unanimously to approve a two‑year strategic staffing plan for Polk Middle School intended to stabilize staffing and accelerate student learning.
Administrators presented the proposal as an urgent, time‑limited intervention after Polk dropped to a D rating this year and the campus experienced widespread vacancies. Miss Holcomb, who introduced the plan, said Polk had roughly 14 of 32 core instructional positions vacant and required a model that prioritized recruiting and retaining high‑impact staff.
The board approved a tiered stipend structure to run for two years: a $10,000 stipend for a principal, $5,000 for assistant principals, $5,000 for critical core content and intervention teachers, $3,000 for counselors and instructional deans, and $1,000 for certain complementary subject teachers. Administration said the stipends would be funded from existing allocations and other eligible sources not to exceed $250,000 per year (a maximum commitment of $500,000 over two years).
Dr. Julian, who reviewed accountability data for Polk, said the campus has the highest number of accelerated‑instruction assignments among district middle schools and needs scheduling and staffing solutions to deliver required interventions.
Board members pressed for implementation details and safeguards. Trustee Marjorie Barnes asked how disadvantaged families would be supported if a uniform policy moved forward; administrators said they would identify funding streams, donations and district clothing‑center resources to avoid imposing undue costs on families. Several trustees praised the use of a district grant (Relay/LAASO partnership) and existing AVID and fine‑arts strengths as foundations for the turnaround plan.
The motion to approve the Polk strategic staffing support plan passed 7‑0. Administration said recruiting and stipend disbursement would begin immediately, with a campus turnaround leadership team and a planned timeline to have new staffing structures ready for the 2026‑27 school year.
