John Jacobson, principal planner for the town, and Chief John Pemma described plans to consolidate numerous legacy service agreements into one standardized intergovernmental agreement with multiple addenda.
Jacobson said the approach responds to an accreditation recommendation to streamline overlapping or expired agreements. Examples cited include a SWAT medic agreement with the police department and radio/infrastructure arrangements with town IT. The single IGA would contain addenda specific to functions and allow centralized tracking and clearer responsibilities.
Why it matters: Jacobson said consolidating agreements will make staff review cleaner and improve coordination between development services and CAFMA when projects require fire-code or plan review input. He told the council the draft IGA will be brought back for formal consideration after the summer recess.
Next steps: staff will continue drafting the comprehensive IGA, coordinate with legal and department managers, and present a finalized document to council for consideration.
