The Oswego Planning and Zoning Commission recommended approval of an amended special-use permit that would allow Terminator Fitness to operate a private training and group fitness facility at 166 South Harrison Street.
A staff member introduced the item (identified in the record as "Rachel") and explained that indoor recreation uses in the D-1 Downtown District require a special use. The applicant previously received a special use in August 2025 but needs a change to the permit conditions. Under the recommended conditions, the property owner must connect the tenant space to the village sanitary main within 90 days of the village notifying the owner that the main is tested and approved for connection.
Rachel told the commission that Terminator’s interior build-out is near completion and that another tenant in the building, Barkville Buddies, had been allowed to open earlier on the existing septic system for a specified period. Staff recommended approval of the amended special use with the conditions included in the staff memo.
No members of the public spoke in the hearing. After the hearing closed, commissioners moved to accept the findings of fact and recommend approval; a roll-call vote followed and the motion carried.
The recommendation will be forwarded to the village board for final action; staff and the applicant remain responsible for meeting the connection condition specified in the permit recommendation.
