Sherburne County officials updated the Economic Development Authority on Tuesday about Options, a local nonprofit that provides day employment, transportation and prevocational services to people with disabilities.
Staff said Options serves 182 people and employs 42 full- and part-time staff. Options received a state notice halting billing during a revalidation of provider credentials; staff reported Options submitted requested documentation and filed an appeal, and the state told counties it hoped to resolve appeals within seven days. Billing had been halted on June 1 and the state set a July 31 deadline tied to operations if the issue is not resolved.
"Options has been serving individuals with disabilities in our community for nearly 47 years," staff said, adding that the organization had "flawless audits" in recent years. Board members and staff expressed concern about widespread state revalidation timing (other states were given more time) and about the financial strain billing interruptions place on nonprofit reserves.
Given the uncertainty, the board approved a narrowly scoped motion authorizing the board chair to send a carefully constructed letter of support on behalf of the county if staff confirm, to their reasonable satisfaction, that Options provided the requested documentation and that no undisclosed compliance issues exist. The board emphasized the authorization was conditional and that staff would not send a letter until they were comfortable the organization’s records supported such a statement.
