The Lyon County Board of Commissioners met June 4 and approved several administrative and land‑use items, including a county recommendation on a water application, adoption of updated fire codes and the county’s participation in a statewide public‑agency insurance pool renewal.
In a 5‑0 vote the board recommended approval of application 94833, filed by Granite Construction, to change a point of diversion and place of use for a portion of water permit 62112. Lyon County manager Andrew Haskin told the board staff had reviewed the filing and that the current place of use is at a by‑pit east of Carson City while the proposed place of use is on land Granite now owns in Dayton Valley. "We received another application ... to move water ... from one basin to another," Haskin said during his presentation; staff clarified that the proposed diversion and use remain in the same hydrographic basin though the use would be across county lines.
The board also adopted Ordinance (bill 2601) to amend the Lyon County Development Code, updating Title 15 to adopt the 2024 International Fire Code and the Northern Nevada amendments. Gavin Henderson, the county’s community development director, reminded the board the code cycle is three years and jurisdictions commonly adopt new codes every six years; after staff presentations and no public opposition the motion carried 5‑0.
On insurance, the board accepted a renewal proposal from the Nevada Public Agency Insurance Pool covering Lyon County for fiscal 2026–27. Kayla Frost of A&H Insurance presented the renewal and said the county’s program cost rose in the package presented because of higher payroll, increased insured property values and more vehicles; the pool also increased property limits and enhanced cyber liability coverage. The board voted 5‑0 to accept the renewal.
