The New Ipswich planning/zoning board voted to accept as complete an application to add a second accessory dwelling unit (ADU) on a two-acre property on Vinnie Hill Road and scheduled a public hearing for July 2.
The applicant told the board the parcel already contains a small cottage of roughly 700 square feet and that the proposed new main house would include an ADU in the basement while the detached cottage would remain in place. The applicant said the new home would use an existing private drive known locally as Hubley Road rather than constructing a new driveway up a steep grade, which would be costly and reduce the building envelope.
Clerk Evelyn Wilford confirmed the application materials were in the packet and explained abutter notification and advertising procedures. Board members asked questions about current addresses, tax-map lot configuration and whether the existing private drive is suitable for additional units; the applicant offered a site walk and additional photographs or drone images for the board to review before the hearing.
Under the town 27s updated ADU rules discussed during the meeting, units up to 950 square feet are permitted by right; structures larger than 950 may require a special exception. The board accepted the application as complete "on payment of fees" and directed the applicant to provide the advertising text and any additional materials for the July 2 hearing.
The board recorded one member voicing opposition during the oral vote on completeness but proceeded to schedule the hearing. At the public hearing, abutting property owners will have the opportunity to speak, and the board indicated it would hold a private discussion after public comment before taking any formal decision.
