Bowmont’s City Council voted June 2 to annex the Baldwin Ranch subdivision into two community facilities districts and to introduce ordinances that would levy special taxes on the new development.
Staff described two separate annexations for TTM 38879, a roughly 2.0–2.3 acre, 10‑lot detached single‑family project at the northwest corner of 11th Street and Pennsylvania Avenue. The maintenance district (CFD 2025‑M) will fund upkeep of street lights, parks, pavement and graffiti abatement; staff presented an annual special tax of $577 per residential unit (special tax A) with a contingent $316 per unit if a homeowners association does not assume maintenance. The public‑services district (CFD 2025‑S) is intended to fund public‑safety services including fire suppression, paramedic and emergency response; staff presented annual rates of $639 per single‑family unit and $526 per multi‑family unit, with an escalator tied to CPI or a stated maximum beginning in FY2026–27.
The deputy city clerk reported zero written protests and no registered voters inside the annexation area, so landowner balloting proceeded under the statute staff cited. Council adopted resolutions calling and certifying the landowner elections and voted to introduce the associated levying ordinances, scheduling second readings for the June 16 meeting. Council members asked staff to confirm the project’s entitlement history and development agreement terms; staff said the annexations were a conditioned requirement of the project’s approval and typical for similar developments in the area.
The council’s actions only begin the process: the ordinances must be adopted at a later meeting to impose the taxes, and ballots were cast in the landowner election consistent with state procedures for CFD annexations.
The council’s unanimous roll‑call votes moved both annexations forward to the next step in the approval process.
