The Elgin City Council on June 2 approved a resolution authorizing the addition of a building official within Development Services, aiming to reduce reliance on outside third‑party plan reviewers and inspectors and to improve local customer service for small property owners.
Council members said the position has been on the books for years but remained unfilled; staff explained it was last posted in 2023 and that recent recruitment produced few qualified applicants. The position will be exempt and the proposed salary is intended to be competitive to retain a qualified professional. Staff told council the building official would help apply the city's adopted 2021 International Building Code and provide in‑person assistance for homeowners and small businesses that often find outside review processes difficult to navigate.
Council members asked about workload and return on investment. Staff said adequate work exists due to an uptick in infill, redevelopment and reinvestment in the city, and noted that having an on‑staff official can speed inspections and provide consistency. The staff presentation emphasized that new standard operating procedures and documentation have been created since prior staffing vacancies.
A motion to accept the resolution was moved and seconded and the council approved it by voice roll call with all members present voting yes. Staff said fee structures and a future staffing plan will be brought forward during the budget process.
