APC staff presented Resolution PD25-12 (Research Village Phase 3), describing a residential development with front- and rear-loaded single-family lots and townhomes; petitioner representative Ryan Mutton said the petitioner agreed with staff recommendations and requested approval of the FDPs and construction plans. The committee recorded a unanimous ballot for approval of the Research Village item.
A minor subdivision (S5292 Hall Estates) in Randolph Township — splitting a 2.4-acre parent tract into two lots of about one acre each — received a staff recommendation for conditional primary approval contingent on conditions in the staff report. Petitioner Todd Star (Star Associates) agreed with staff.
The committee moved multiple placement motions to place rezones, major preliminaries and Board of Zoning Appeals items on APC or BZA agendas for mid-October hearings. A list of some actions taken: approval of minutes, placement of amendment #123 on Oct. 15 APC agenda, placement of multiple rezonings and preliminary petitions on upcoming APC/BZA dockets, and approval of the Sept. 2025 budget report.
