The Vigo County Area Plan Commission voted to rezone 1103 North 13th Street from R2 to R3, clearing the way for three small single‑family homes on a currently vacant lot.
Staff told the commission the petition, filed by owner Charles Brown Jr., proposes three 16-by-32 dwellings that meet the R3 minimum dwelling size of 512 square feet. The department of engineering provided a favorable recommendation and staff offered approval conditioned on site‑plan sign‑off by the engineering department and any required variances being approved by the board of zoning officials.
The petitioner’s representative, Eddie Felling of Felling, Farnsworth and Woodkey, said the project “is going to be good and continue to be developed” and described the parcel as vacant, adding the team hopes to complete the work without requesting variances. “We’re not asking for any variances with hard surface parking,” Felling said, while noting minor tweaks to the site plan may be needed to place required parking on site.
Commission members offered no public opposition and, after a motion and second, the chair declared the motion to approve passed.
The rezoning follows a 2024 nearby map change (Special Ordinance 37 of 24) in the area and staff noted the proposal would not substantially alter neighborhood character given surrounding zoning and utilities. The approval is subject to the engineering department’s site‑plan review and any variances the board of zoning officials must authorize.
