Miss Bice, chairwoman of the Modernization and Innovation Subcommittee, thanked Mr. Austin for coordinating the planting of an Oklahoma City National Memorial sapling on the Capitol grounds and for helping to establish a permanent ADA pickup and drop-off point at the Capitol.
“Last April we planted a sapling of the Oklahoma City National Memorial on the Capitol grounds,” Miss Bice said, noting she visited the tree a month earlier and that it has “grown tremendously.” She told Mr. Austin she was “shocked to learn that there was not a permanent ADA access point” before the recent changes and praised the launch of the ADA pickup/drop-off.
Miss Bice then asked a general question about the Architect of the Capitol’s capacity needs: “What do you believe that the AOC’s largest opportunities for institutional growth are?”
Mr. Austin replied that the Rayburn House Office Building renovation will be among the largest renovation programs the agency — and he suggested within the federal government — has undertaken. He said the scale of that program will require expanding program teams and staff to support construction, maintenance and member access needs.
“We’ve had some discussions about the scale of the Rayburn renovation, and it certainly will be the largest renovation program this agency has ever taken on,” Mr. Austin said, adding that Rayburn is “almost three times the size of Cannon.” He cited materials challenges, including asbestos and lead, that are more prevalent in Rayburn than in Cannon.
Mr. Austin described operational priorities the agency is pursuing: increased staffing for major renovation programs; improved responsiveness to elevator and escalator outages, including having an elevator mechanic available at all hours; better emergency management capabilities; and investments in technology and human capital so the agency can respond more quickly to facility failures outside usual hours.
He also said Rayburn’s layout — more hearing rooms, community spaces and specialty facilities such as a firing range for Capitol Police — creates additional logistical and security complications beyond those encountered during the Cannon renovation.
