Members emphasized the procedural timeline: if the commission adopts a text amendment it typically becomes effective after it is properly noticed and a 15‑day posting period in the newspaper has passed, allowing for any appeals. The board discussed the practical effect: even if the commission later approves a special permit, it could delay the permit’s effective date until after the text amendment is final and any appeals are resolved.
Commissioners said they prefer to avoid the appearance of prejudgment and will take care to approve matters in a defensible sequence. The commission expects to place the related text amendment on a future agenda; staff and counsel will coordinate notice, effective‑date language and whether any special permit hearing can be held concurrently for efficiency while preserving legal safeguards.
