Armstrong said staff will circulate the revised report and offered to produce a short summary of changes between versions prior to the special meeting.
During discussion commissioners asked for written legal confirmation that the draft language preserves existing northern‑tier (business park/industrial) uses; staff said the consultant has experience and the town’s COG engaged the consultant regionally, but commissioners requested explicit attorney review or a written legal memo before finalizing changes. Armstrong also highlighted provisions he said would help Cromwell meet the state 10% affordable‑housing benchmark, and noted the next phase will be a housing growth plan in 2027.
