The Cottage Grove City Council approved Resolution 2026‑086 to award the 2026 joint crack‑sealing project to Stone Pros LLC, doing business as Seal Pros, for a total contract price of $163,900 including two alternates.
City engineer Paul Spanholtz told the council the project covers routine crack‑sealing on priority streets in Cottage Grove and includes coordinated work for Newport and St. Paul Park. He said the project was advertised after earlier quotes exceeded the $175,000 informal threshold and that bids were opened May 26. The low responsive bid from Stone Pros/Seal Pros came in under the threshold and staff recommended including alternates that remain within budget.
Spanholtz said the low bid aligned with recent historical pricing for the scope; council members asked why the other two bids were substantially higher. Staff answered that vendor workloads and regional demand can push prices up when contractors are backlogged and that the low bidder appeared to be available to complete the work within the season. The engineer also said Cottage Grove will pay the contractor and invoice partner cities for their shares; the city's portion was reported as about $91,000, St. Paul Park about $36,000 and Newport about $35,000.
Council member Burggarusa moved to adopt Resolution 2026‑086 awarding the contract to Stone Pros LLC (Seal Pros) including the base bid and two alternates for a total of $163,900; the motion was seconded and carried by voice vote.
