A DPW staff member described the incident: the compactor operated on Saturday and was shut down with normal checks; a passerby later reported a fire, and by the time staff arrived the 135,000-pound machine was "fully engulfed." The staff member said insurance inspectors have examined the site but a final cause has not been determined.
Commissioners praised staff for arranging a short lead-time replacement option rather than waiting for a lengthy procurement timeline. The committee approved the exception on a voice vote, allowing the purchasing manager discretion to award a contract without a competitive bid under the emergency/extraordinary-circumstances policy language.
