Commissioner Jones raised sustained resident complaints about patchy pavement where Cityside Fiber has trenched city streets, saying residents welcome fiber but “nobody wants their street torn up.”
Deputy City Manager McGovern and principal engineer Robbie Shaw explained the city's limits: outside an established moratorium period the city generally cannot require a private fiber company to re‑slurry an entire street, though the company must meet city patching standards. McGovern and staff said Cityside crews typically work in phased sequences and that visible contrast in pavement color can persist until the pavement ages and blends.
Staff said residents with unresolved problems should use Cityside Fiber's customer‑service line and that the city has directed staff to monitor complaints; commissioners asked staff to return with additional guidance and to consider whether changes to the slurry schedule or communications strategy are warranted to reduce resident dissatisfaction.
No formal action was taken; staff offered to provide a more detailed update on enforcement tools and potential program changes at a future meeting.
