Council adopts e‑bike rules, tightens nuisance vehicle rules and allows earlier construction starts

On June 2, the East Providence City Council adopted a set of ordinances covering electric bicycles, abandoned vehicles and construction hours.

The council approved a final ordinance amending Chapter 18, Article 14, to regulate electric bicycles and add enforcement language aimed at protecting parks and greenways. Council members said revisions address previous concerns and emphasized the ordinance is meant to prevent accidental damage to public property. The chief of police supported the measure, noting earlier park damage and saying enforcement tools such as cameras and targeted enforcement would help preserve city investments.

Council also adopted amendments to Chapter 10 (nuisances) to clarify notice and removal procedures for unregistered or abandoned vehicles and to help staff and residents address long‑standing complaints about vehicles left on streets or properties.

Separately, after discussion and a motion, the council approved changing the construction/repair start time in section 10‑5110 from 7:00 a.m. to 6:30 a.m., a compromise sponsored by members who considered contractors' needs and neighborhood impacts.

Votes: each ordinance passed following public hearing and motions recorded during the meeting.

Ending: council members said staff would refine enforcement details and that ordinances reflect public input from prior hearings.
