Kevin Krulick, introduced by the board as the presenter for project updates, told the Lebanon Board of Park Commissioners the city is negotiating final contracts for a citywide lighting package that includes substantial lighting around the park trail work at Abner Longley Park.
The project lead said Grant Street Phase Two is “basically wrapping up about half of the water mains and getting ready to start on storm” work, and that parts of the corridor remain closed from Lafayette/Indianapolis Avenue to Washington Street. On Elm Swamp Road he said an engineering request for proposals (RFP) is out to study extending trails along the corridor and that “letters of interest related to that RFP are due on Friday”; however he added the project is currently unfunded and design advances depend on future funding decisions.
Krulick updated the board on several park projects in various stages of design and construction. Work at the Old Street garage scoping committee recently narrowed picnic-shelter and spray-pad options and staff expect refined designs to be ready for final design; Krulick said skate-park feature options were being discussed this week with an eye toward late July or August construction. He described storage-building renovations as substantially complete aside from final drainage tie-ins and grading, with the contractor Monroe s scope essentially finished.
At Abner Longley Park a stretch of the perimeter path and the trail near the conservation club pond has been cut to subgrade and stoned, and asphalt work for the wooded section was expected to be completed within days; Krulick said additional excavation was paused briefly to accommodate large events but that the project should be wrapped up in roughly two weeks from the current week. On Wit Road the team is coordinating tree clearing with Lebanon utilities and expects pole relocations followed by other utilities ahead of spring construction next year.
Krulick also described progress in the Leap District 200 West project that will connect State Road 32 to State Road 52, noting final design was filed and earthwork release was imminent. He said the Big Four Trail interfaces will include warning lights and crossing gates, and that Meta s team has completed Hall Road construction and finalized gate designs that will be installed soon.
Why it matters: together these projects advance several pieces of the city s parks and trail master plan, affect neighborhood access and traffic during construction, and require coordination among multiple departments and contractors. Staff emphasized that some projects (for example the Elm Swamp Road trail extension) are proceeding with design work while funding remains to be secured.
The board asked clarifying questions and thanked street-department members participating in the projects. No formal action was required on the project updates.
