Planning staff briefed the Town of Thompson Planning & Zoning subcommittee on the changes required by PA 25‑1 and how the town can respond. The presenter said the state set a deadline to encourage action but cautioned that "once July rolls, that's the controlling statute," meaning town regulations will be subordinate where they are not amended to conform.
The staff member listed two near‑term mandatory changes: (1) implementing a "summary review" (streamlined site plan review) for middle‑housing developments of three to nine units in specified districts, and (2) updating petition/notice language. Staff emphasized Thompson has already addressed many issues in prior overhaul work and will likely be in a stronger position than many towns.
Commissioners debated which districts should permit middle housing by summary review; several members supported allowing it in the DMRD while opposing its use in RA, the Lake District and some common/mature neighborhoods. Commissioners repeatedly called for precise, district‑level definitions so applicants and residents have clear rules about where development is allowed.
Staff also walked through timing and compliance: regional and state bodies (COG/OPM) will provide guidance and minimal standards (staff noted COG/OPM work and CMDA comments are expected to arrive before the commission finalizes local changes). Commissioners asked about tradeoffs between opting into regional plans (eligibility for some funding and state review) and maintaining as much local control as possible.
The subcommittee did not take formal action on amendments at the meeting; staff advised further discussion and drafting will follow the workshop and outreach schedule with the municipal housing growth plan due in 2028.
