Thompson schedules July workshop to clarify neighborhood limited enterprise rules

The subcommittee set a public workshop (moved to July 1 because of a scheduling conflict) to develop clearer NLE parameters, staff said. The session will include a presentation of problems, small‑group discussions and synthesis of recommendations for commission consideration.

Staff outlined three branches of NLE consideration: (1) small home occupations that expand beyond the four walls, (2) rural‑adjacent businesses that operate on residential parcels but are not agricultural (for example sawmills or tree companies), and (3) accessory commercial units — small detached or attached structures used commercially at a scale intended to remain compatible with neighborhoods.

Commissioners debated whether NLEs should be owner‑occupied or could be operated by tenants and recognized the need to set measurable thresholds (employees, vehicle trips, footprint) that will trigger an escalation from a home occupation to an NLE or to a commercial site plan process. Staff noted current regulations treat home‑occupation permits as personal (terminate when the applicant no longer resides at the dwelling) and that similar termination rules currently apply to NLEs but could be reconsidered.

The workshop will be capacity‑limited; staff will distribute a registration link and will synthesize public input into draft language for the commission to review.
