Board backs AI‑comment transparency bill and supports measures to expand acupuncture coverage

On May 15 the California Acupuncture Board voted to support SB 1159, a bill clarifying that automated AI systems are not treated as individuals for public‑comment and rulemaking purposes, and discussed support for AB 1949 and SB 944 to expand coverage of acupuncture as a medical benefit.

Staff recommended support for SB 1159 to reduce staff workload from high volumes of AI‑generated comments and to ensure public input originates from individuals. The board approved a motion to support SB 1159 by roll call.

Board members also discussed AB 1949 and SB 944, both of which would expand access to acupuncture through insurer coverage (one bill specifies up to 24 visits per year). Several board members and public commenters argued expanded coverage could improve access to non‑pharmacologic pain care and reduce reliance on more invasive or pharmacologic interventions. The board registered support positions in the meeting materials and voted to support these measures where motions were presented.
