The Lancaster County Board of Commissioners approved a package of contracts, interlocal agreements and grant-related certifications at its June 2 meeting, including a $1,136,269 grant contract amendment from the Nebraska Crime Commission to include delayed egress doors for Cedar's emergency shelter.
Key actions approved unanimously:
- An amendment and contract list on the consent agenda including KEE Commissary Network, St. Monica's behavioral health services for the pre-trial release program, KVC Behavioral Healthcare Nebraska for truancy diversion, and Centerpoint for the Street Outreach Emergency Assistance Program.
- A memorandum of understanding with RDO Truck Center for repair services and equipment not to exceed $20,000.
- A contract with DH Pace Company for overhead door repairs, not to exceed $50,000.
- Interlocal agreements with the Nebraska Administrative Office of the Courts and Probation for problem-solving court coordinators and officers (DUI court and veterans treatment court).
- A services agreement to provide two probation officers for pre-sentence investigation report services (transcript lists the cost as "not to exceed $75,25," which appears to be a transcription error; the record indicates a longstanding agreement providing faster PSI completion for in-custody defendants). The board described the agreement as saving days of jail costs by speeding PSI completion.
- A purchase order to Central Square for the sheriff's office first two annual subscription fees totaling $10,800.
- A grant contract with the Nebraska Crime Commission in the amount of $1,136,269 to amend CBA grant award funding to include delayed egress doors for Cedar's emergency shelter; related Title 2 grant certification and insurance forms were approved.
- A contract with First Rate Pumping Services, Inc. for pumping, hauling and disposal services not to exceed $8,600.
- Approval of a settlement agreement and release with Armory Carroll.
Lancaster County Human Services representative Lesie Erenss described the Title 2 grant's local programming support, noting funds will support The Bay and an educational advocate at the Malone Center and that the Cedar's shelter amendment will pay for delayed egress doors. Jeff Curry of Lancaster County Probation explained that interlocal agreements are routine and support office space and supplies for problem-solving courts. All motions were approved by unanimous roll call.
The board also approved a late claim of $412.86 for Omnibehavioral Health under Nebraska Revised Statute 23-135 and several certification forms related to grant requirements and disclosure of lobbying activities under 31 U.S.C. 1352 for the residential substance abuse treatment grant.
