The Independence City Council voted 7–0 on June 1 to authorize a pilot program permitting the consumption of alcoholic beverages on parts of Independence Square, such as sidewalks and designated public space, while excluding public ways and streets.
City staff presented the pilot as an interim program to evaluate whether regulated outdoor alcohol consumption increases visitor activity and retail utilization on the Square. Assistant City Manager Charlie Diesel told council members that multiple departments had reviewed the proposal at a high level and that the pilot is intended to be limited and monitored.
Council members clarified enforcement expectations: one member asked whether the police department had been included in planning, and staff confirmed internal conversations across departments took place. Several council members emphasized this authorization does not eliminate public-intoxication citations; the city will enforce existing laws if someone becomes disorderly or dangerously intoxicated.
Outcome: The council approved the pilot by roll-call vote (7–0) and directed staff to monitor outcomes and coordinate with partner organizations (Independence Square Association) on implementation.
