The Texas Workforce Commission adopted allocations for program year 2026 (fiscal year 2027) covering WIOA adult, youth and dislocated worker funds, rapid response, childcare, and adult education and literacy.
Caitlyn Pearson, the budget director in the finance division, presented the funding package. Staff reported a combined adult/youth/dislocated-worker allocation of $186,578,217 and noted that total allocations represent a 5.9% decrease from the prior year. Rapid response funding reported in the presentation was approximately $760,129; adult education and literacy was presented as $67,524,995. Transcript text for some childcare and other small distributions was garbled and unclear; where the transcript was ambiguous staff indicated the allocation package includes childcare distributions, quality-fund set-asides and other formula-driven amounts to be distributed to local workforce areas.
Commissioners adopted the allocations as presented and thanked staff for timely responses to questions about formulas and data factors. "Thank you — you and Chris were very responsive in helping answer questions about these allocations," one commissioner said to staff.
Next steps: staff will finalize allocation notices and distribute updates to local workforce boards and other program partners as required by chapter 800 of the TWC rules.
