Committee previews RFP and evaluation plan for independent commissioning agent

At the meeting Mark Schwitzer of Colliers briefed the committee on the planned RFP for a commissioning agent, a third‑party role that reviews and verifies building systems during design and construction. Schwitzer summarized the proposed timeline: the committee will approve the RFP at the next meeting (the 16th), the RFP will be posted the following day, a pre‑bid meeting is planned for June 22, and RFIs will be due June 26. He said the commissioning agent would typically join near the schematic‑to‑design‑development phase to perform constructibility and systems reviews.

The committee discussed scoring criteria and interview logistics. Schwitzer said proposals will include an executive summary, relevant project experience, project team résumés, a project approach narrative and a separate fee proposal. Committee members suggested weighting qualifications and project approach more heavily for commissioning roles and noted that interviews are likely to be short because commissioning work is standardized across projects.

No formal selection was made at the meeting; the team will refine the scoring rubric and bring an updated procurement plan to the next meeting for approval.
