Two public-comment speakers addressed the City of Buckeye at the June 2 meeting.
Preston Meek, who said he lives at 25373 West Heather Moor Drive with his wife and infant son, described months of problems with a neighboring property (25379 West Heather Moor Drive) that he said houses six large dogs. Meek said the dogs cause persistent barking day and night, excess animal waste and odors that attract flies, and that the animals have run toward and attempted to jump a shared wall — creating safety concerns. Meek said he has worked with the Blue Hills HOA, the city health department, Buckeye police and code enforcement for nearly six months and has provided photographs and videos; he said citations, fines and court proceedings have not resolved the recurring problem.
Meek cited Buckeye City Code sections 10-1-2 and 6-1-7 as potentially implicated and asked whether Buckeye's ordinances and enforcement tools are sufficient to address prolonged noncompliance, particularly when a property owner repeatedly refuses to comply. He also asked whether the city has a specific ordinance addressing excessive animal waste and whether the city is responding to growing residential dog-breeding operations that affect neighbors. "We moved to Buckeye because we believed it was a great place to raise a family," Meek said. The mayor acknowledged Meek's contacts with the police chief and code enforcement and said the item was not on the agenda but that staff could follow up.
A second public commenter recorded as Paul Revere delivered a lengthy address that included allegations linking local procurement (body cameras, drones and other equipment), specific private companies and investors, and references to Israeli military and intelligence relationships. The speaker described a series of alleged ties among vendors and investors and made broad, conspiratorial assertions; he identified himself as a veteran and said his oath compels him to call out actions he described as violations of law. The council did not take action in response and a staff member thanked the speaker.
The council did not take immediate action on either public comment item during the meeting; staff engagement and code enforcement follow-up were suggested for the nuisance-dog complaint. The public-comment period concluded before the council moved on to the agenda items.
