The Millcreek Planning Commission on June 2 reviewed a land development plan for "Pal Avenue Place," a proposed residential project at 2407 and 2425 Pal Avenue that would replace two existing homes with three new apartment buildings totaling 18 units.
Mike Sanford, the surveyor who prepared the plan, told the commission the proposal includes "an 8 unit and two five units. So, 18 units on the property." He said the parcels would be consolidated by deed, served by public sanitary sewer and water, and accessed by a single driveway with what he described as "adequate off-street parking." Sanford said stormwater testing showed good infiltrating soils and the applicant planned a buried infiltration system beneath the parking areas, not a visible pond or rain garden.
The commission heard that the application meets the township's density calculations and that, at the time of the meeting, the applicants were not seeking any variances or modifications. The Chair told attendees the commission is a recommending body and that the Millcreek supervisors — not the commission — make final decisions on subdivision and land development plans. The Chair said supervisors are scheduled to consider such matters at their regular meeting on Tuesday, June 23, 2026, at 6 p.m. in the township assembly room.
Commission discussion included whether sidewalks would be addressed at the commission level. One participant said, "At one of the last meetings, Matt Waldinger corrected me and said that sidewalk deferral is addressed by the supervisors after this meeting," and explained that is why the applicant had not requested a deferral before the commission. Jennifer Hanayas, the township council member present, indicated agreement.
After questions and brief discussion, a member moved that the commission recommend the plan to the supervisors and another member seconded. The transcript records a call for the vote and a voice saying, "I opposed." The meeting record provided to the public will include the commission's recommendation; the Chair said that recommendation would be available after 8:00 a.m. the next day by calling township planning and development.
The meeting concluded with a procedural motion to adjourn. The supervisors will consider the Pal Avenue Place application on June 23, 2026, at 6 p.m.
