Anna Per, an Ocean Beach resident, told the council that the scale and intensity of short-term rentals since the pandemic have damaged residential quality-of-life in her neighborhood. She cited increased traffic and parking pressure, deliveries, late-night noise and safety risks for children and urged the council to consider a comprehensive review of short-term rental rules and zoning.
Per and other neighbors recommended several policy tools used in other communities: minimum-stay periods (several speakers suggested 5–7 days or longer), owner-occupancy requirements, a registration program, neighborhood notification and parking/occupancy plans. She and the mayor stressed they were not opposed to tourism but wanted local regulations that balance visitors’ benefits with neighborhood preservation and safety.
Mayor Michael Pasro told the meeting he will work with the law director to draft an ordinance for council consideration and public hearing. Staff and councilors also suggested outreach to the Planning and Zoning Commission and the Fair Rent Commission to coordinate any regulatory changes.
The mayor said a prior parking ordinance had been controversial and may have stalled prior short-term-rental regulation efforts; he signaled that the administration will propose a starting point for debate and public comment.
