Manteno trustees consider phased Main Street tree replacements after vetoed request

Trustees weighed options for replacing aging and dying trees along Manteno’s Main Street at the June 2 Public Works Committee meeting, after a recent veto of funding for nine trees.

Members described an extensive inventory and variable tree health. Staff said utilities and light fixtures near many trees require hand-digging and prevailing-wage work, factors that raise per-tree costs. A trustee estimated there are “50-ish” primary street trees of concern; staff said a full inventory exists but a visual assessment would help set a scope.

The committee directed the village arborist to tag trees believed to need replacement now or within one to two years with fluorescent tape so trustees can visually assess scale and prioritize work. Jim noted that prior attempts to secure donations or in-kind assistance could create procurement and bidding concerns and that any replacement program must comply with competitive-bid rules.

“Do we want to replace 25, or 50, or do we do half now and half next year?” a trustee asked, emphasizing phased budgeting. Members acknowledged the higher cost of doing many trees at once and the possibility of returning with a more limited or phased plan to the mayor and council.

Next steps: staff will have the certified arborist tag priority trees, compile a photodocumented scope, and return with pricing options and a recommended phasing plan for council consideration.
