Portsmouth Boards & Commissions elects Andrew Ward chair, Sarah Lance vice chair and approves prior minutes

The Portsmouth Boards & Commissions conducted its annual organizational business at the start of the meeting, approving the previous meeting’s minutes and electing officers.

A motion to approve the Dec. 5 minutes was made and seconded and carried by voice vote; the chair declared the minutes approved after hearing no objections.

The commission opened nominations for chair and vice chair. Andrew Ward was nominated for chair and, after a single unanimous ballot procedure was proposed and seconded (the motion was made "by Bob" in the meeting transcript), Ward was elected chair. Sarah Lance was nominated and elected vice chair using the same single-ballot procedure. Meeting participants cited the commission’s bylaws and Robert’s Rules of Order when agreeing to cast a single unanimous ballot instead of conducting secret ballots.

Outgoing chair offered brief remarks and passed the gavel to Ward, who thanked commissioners and said he aims to facilitate collaboration and to synthesize ideas into coherent initiatives. The leadership transition concluded without objection.

No contested or recorded roll-call votes were taken; outcomes were declared by voice vote. The board then proceeded to scheduled presentations.
