The Wells Watercourse Commission on Tuesday tabled application 26-04WF, a proposal to build a 16,000-square-foot industrial flex building on Lot 8A, Block 127 on Weathersfield Road, after commissioners raised questions about buffer impacts, vehicle access and drainage.
Sebino, a planner with Jones Associates representing the applicant, outlined the site layout and mitigation measures, saying the property is served by public water and sewer, is zoned PI, and is affected by a sanitary sewer trunk line. He said wetlands were flagged in the field and that “no wetlands filling is proposed,” but that the project would impact the upland buffer area by about 8,740 square feet and require roughly “432 yards of clean acceptable fill” in a corner to build the structure and regrade uplands. He said stormwater is handled with two detention areas and a staged treatment train so the site will “maintain the same drainage pattern” and achieve “a zero increase in runoff” from the site.
The project owner, who spoke during the meeting and identified himself as the applicant, told commissioners he plans to lease units to “small light manufacturers like CNC shops or contractor spaces” and repeatedly denied plans for outside storage or auto repair. “No, no, no, no. Outside storage. Uh I would prefer the machine shops, CNC shops,” he said.
Commissioners focused on several site details before tabling the application: where dumpsters will be placed and whether garbage trucks can safely maneuver (the applicant said dumpsters will sit on a screened concrete pad and can be relocated if needed), potential grading needed to create truck-turning areas next to detention basins, and encroachment into the upland review buffer. Staff noted that the plan shows silt fence and silt socks, catch basins with sumps and inserts, and that the limit of clearing will be staked before construction.
The commission moved to table application 26-04WF to the next meeting to allow follow-up with planning and zoning and to address access and drainage questions; the motion carried by voice vote. No final approval or specific conditions were adopted at the meeting.
The application remains under review; commissioners asked the applicant to coordinate with planning and zoning staff before the next meeting.
