At the Wells Watercourse Commission meeting a resident identified as Rita Kaddowski described a longstanding dispute at 470 Kington Road, saying a neighbor had moved a roof/pipe between properties and that the action affected town property. She asked the commission to review paperwork she submitted and to consider next steps.
"I've lived in this town since 1971 and I'm being harassed by a neighbor who is moving the roof between our property and it actually affects the town property," she said during public comment. Commissioners and staff said the town attorney was not present and advised the resident to consult planning and zoning and to consider legal counsel for what appears to be a civil encroachment matter. The commission suggested compiling a timeline of events and recent survey evidence for zoning enforcement or attorney review.
Staff and commissioners also noted that fence construction in a floodway could create a dam effect and that wetlands and conservation easements limit removal of natural debris. The commission agreed to follow up and to attempt to coordinate with the town attorney for the next meeting; no municipal enforcement action was taken during the session.
