Kevin Moore, representing Manor Restorations, presented a request to rezone a 2.7‑acre site on Greers Chapel Road from R20 to RM8 to build 19 townhomes. Moore said the site is inside a Community Activity Center and argued the plan best fits the property given surrounding mixed commercial and residential uses. He described commitments in a zoning stipulation letter, including landscaped buffers, private‑street funding and a developer‑funded HOA reserve to ensure long‑term maintenance.
A nearby resident, Consuela Davis, raised privacy and construction concerns and asked whether the development would affect individual property lines and utilities. Moore and his team clarified the proposed detention/stormwater pond location is on the opposite end of the parcel from Ms. Davis, water/service tie‑ins will occur on Greers Chapel Road, and construction access and staging would not use Marietta/Mary Ada Road. Moore agreed to a temporary six‑foot privacy fence along the shared property line during construction and to add a covenant that there would be no access from Mary Ada Road. He also agreed to fund an HOA reserve study and provide initial funding as recommended by that study.
After discussion, the commission recommended approval of Z20 subject to staff comments and the applicant’s added stipulations: an HOA reserve study and initial funding, no access from Mary Ada Road during construction or thereafter, construction access solely from Greers Chapel Road, and temporary privacy fencing during construction. The recommendation will be forwarded to the Board of Commissioners for final action.
