The East Ridge City Council approved the first reading of Ordinance 1247, amending the city’s dog-and-cat registration rules to modernize requirements and remove mandatory registration as a precondition for using city-owned dog parks.
City staff explained the change responds to low registration compliance and practical enforcement challenges: although state law requires current vaccinations, the city’s registration requirement was difficult to administer and had limited uptake. The recommended change removes the registration requirement for park access while keeping vaccination requirements in place; animal services will continue to require proof of vaccination and may ask noncompliant owners to leave parks.
During the public-hearing portion, a resident who identified their address as 1318 Weston Avenue told the council they recently found a two-week-old kitten on their porch and urged the city to address people abandoning animals and the burden on neighbors: "At late at night, I just got a two week old kitten on my front porch. Now, what we going to do about these people just dropping off these animals..." The council and staff acknowledged shelter-capacity challenges and said changes to registration were intended to reduce administrative burden while staff pursue other animal-control measures.
The ordinance passed first reading on a unanimous roll-call vote. Council instructed staff to remove the registration requirement language identified by the city attorney and to continue work on enforcement and shelter coordination.
What happens next: The item will return for second reading; staff said vaccination verification will remain part of park enforcement and that animal-services staffing needs will be evaluated as part of budget and operational planning.
