City manager outlines $494,000 deduction across administration budget; phone system change credited with major savings

Seat Pleasant ' City Manager Ms. Logan presented the city administration budget on April 23, outlining a net reduction of $494,262 (about 23%) across department lines and recommending a $250,000 contingency.

Ms. Logan said overtime in administration was reduced from $20,000 to $15,000 and that staffing-based lines (cola, merit, FICA and unemployment) were adjusted after reconciling prior-year actuals. She emphasized $100,000 for IT support, $75,000 for telephones and $250,000 in contingency to cover unexpected costs.

Council members questioned several line items and asked for backup documentation. Most notably, staff said the city switched part of its telephone system to a T-Mobile solution in August 2025 and that the new average monthly cost for covered lines is about $119; Ms. Logan projected that would align with a $75,000 FY telephone total going forward. Council asked staff to provide quarter-by-quarter actuals comparing the old and new vendors to confirm the stated savings.

Council also directed staff to correct salary lines that were flagged as inaccurate and to return with the corrected tables before the next budget review. No final appropriations were adopted; the council scheduled a follow-up on April 27.
