The LaSalle County Appointments, Legislation and Rules Committee on June 1 debated proposed changes to the county board’s rules governing hiring subcommittees and voted to table the amendments for redrafting.
Committee members spent substantial time questioning a provision on page 40 that appeared to require a hiring subcommittee to "report to the chairperson of the affected committee," language several members said was redundant because the chair is frequently on the subcommittee. Members discussed whether the subcommittee should be strictly composed of county board members or allow outside subject‑matter experts — for example, a nursing‑home director — to participate in interviews when specialized knowledge is needed.
Several members argued the subcommittee should mirror other standing committees by capping membership at seven board members, while others urged flexibility so that expertise can be brought in for technical hires. The committee also discussed procedural safeguards for interviews: preapproved questions, numeric ranking of candidates, fixed time limits (30–45 minutes) and a post‑interview caucus or executive session for scoring and deliberation.
Members considered broader structural alternatives — such as designating the appointments committee or an executive committee of committee chairs as the hiring body — but said those changes would require more extensive rule rewriting and deferred them to a later process.
With interviews for positions including the nursing‑home administrator and the finance director imminent, a motion to table the proposed rules amendment and return it for redrafting was made, seconded and approved by voice vote. The committee instructed staff to assemble the ideas raised and draft clarified language for consideration at a future meeting.
The committee adjourned after taking up appointments and other routine business.
