Boone County commissioners on June 1 approved an update to the county’s bereavement-leave policy after a heated discussion about how the policy defines “spouse.”
The motion to adopt the change, which narrows the policy revision to a definition of “spouse” that includes legally married individuals and partners who reside in the same household, passed after commissioners debated delaying the change until the end of the year. One commissioner urged postponement, saying, “I don't think this is the right time of year to be changing this.”
Supporters of the update said the policy before the board only clarifies the definition for purposes of leave eligibility. Opponents argued the county should follow state law on marriage and family definitions; one commissioner said, “That is by law and I do not believe in changing that and not following what the state law is.”
After discussion, the board approved the policy and a request to make the effective date retroactive to May 15, 2026. The transcript records votes and at least one expressed opposition during roll call; the board did not record individual tallies by name in the public discussion captured in the transcript.
Why it matters: The policy change affects which employees may claim bereavement leave for a partner or household member and could alter leave eligibility for some county employees. Commissioners also raised concerns about process and committee input for changes to employee benefits.
What’s next: Commissioners said they will coordinate with staff and the compensation committee on future policy changes and noted a desire for more advance communication when personnel policies are revised.
