The Richmond Common Council on June 1 approved Resolution 16206, a special appropriation amending the 2026 budget to move funds from the councilund held in unobligated status into department accounts to meet existing obligations.
Tracy McInness, controller, told the council the resolution "is another resolution for the appropriation to amend the 2026 budget based on moving funds from the council unobligated fund to into the department fund." The finance committee recommended approval of one transfer that met committee criteria: a payment to the Board of Works for the Henry County Animal Shelter to cover the remainder of a contract.
"This will pay out that contract for the rest of the year, and that amount is $20,599.98," the finance committee representative stated during the meeting. Following a motion and second, the council voted in favor and the motion carried.
The resolution will be reflected in the council's budget allocations and funds will be available to satisfy the named contract. The council did not specify additional transfers at the meeting.
The council's next steps will be regular monitoring of allocations through future finance committee review and routine appropriation procedures.
