City staff presented the 2027–2031 Capital Improvement Program (CIP) as a planning document at the June 1 meeting and said adoption will inform budgeting and grant efforts. Highlights included design and construction planning for 61st Street, a water-production well, wastewater-treatment-plant expansion, and a projected federal match of more than $5 million for the 119th Road project expected in 2029. Staff emphasized that the CIP is a planning tool and that individual project spending will require separate council action.
Council voted to adopt the CIP as presented.
On construction contracts, council approved awarding the Eagle View Estates paving contract to the low bidder (Pearson Construction) for the reported bid amount included in the packet and authorized the mayor to sign the construction agreement. Council also awarded the Maize Road sidewalk and 45th Street intersection crossing improvements contract to Philip Southern Electric Contractors for the low bid (reported at approximately $148,830) and authorized the mayor to sign subject to city attorney approval. Staff said the sidewalk work includes a 6-foot-wide concrete path and ADA-compliant crossing upgrades, audible push buttons, and signal-head adjustments.
What happens next: staff will manage contract execution and timeline; CIP items will be prioritized against available funding and grant awards.
