At its June 1 meeting the Richmond Power & Light (RPL) board approved routine business and several action items: bill payment, bid referrals, an agreement amendment with IMPA and an energy-cost adjustment (ECA) true‑up.
The board approved payment of bills totaling $7,741,673.81 after a finance committee review.
RPL opened bids for a 2026 or newer 48T bucket truck and received two bids: Altech Industries (Indianapolis) bid $249,717 with a $7,500 trade (net $242,217 if traded) and Utility Truck Equipment (Circleville, Ohio) bid $233,300 with a $12,500 trade (net $220,800). The board voted to take the bids under advisement and referred them to the general manager for tabulation and a recommendation.
RPL staff described an amendment to the capacity/purchase agreement with IMPA to share permit and outfall monitoring at the Whitewater Valley station as part of a coal combustion residual (CCR) remediation project. The amendment provides for separate sampling and monitoring sites and mutual indemnification language; the board authorized Tony Foster to sign the amended agreement on the utility's behalf.
Staff presented the third-quarter ECA true-up, stating "the average across all rate classifications will decrease 0.752 cents a kilowatt hour." The board moved to approve the ECA rates for the upcoming quarter and the motion carried.
In other business the general manager reported ongoing substation, AMI meter and conversion projects and reminded board members of an IMPA battery‑storage ribbon cutting at the Solar Park on Wormley Road.
