The Mendocino County SAFE (Service Authority for Freeway Emergencies) callbox program status and FY 2627 budget were presented and approved by the council on June 1.
SAFE staff reported the network covers 141 locations along state routes in the county, including 89 cellular and 31 satellite units. About 80% of the planned 4G upgrades have been completed; 21 boxes still require upgrades from 3G to 4G. Staff said satellite boxes remain in place where 4G coverage is not available and noted some locations require physical modifications where solar panels are obstructed.
Vendor NightScope has led upgrades and repairs; staff described NightScope as the primary U.S. developer the program has worked with, but said their main technician, Robert Lucio, accepted a different position within the company and current long‑term technical support is unknown. Board members said SAFE programs statewide face similar challenges and that some urban programs have removed call boxes altogether where alternatives exist.
The program is funded by a $1 DMV registration fee remitted quarterly. Staff presented a FY 2627 revenue projection of roughly $278,000 (including prior carryover) and expenses of about $127,000; there is a $13,000 vendor credit related to prior invoicing compliance. The board approved the SAFE budget on a roll‑call vote.
Board direction: staff will continue to explore vendor alternatives, interagency collaboration with other SAFE programs, and use of existing fund balance for remaining upgrades and necessary modifications.
