MENDOCINO COUNTY — The Mendocino Local Agency Formation Commission on June 1 unanimously adopted the City of Point Arena Municipal Service Review (MSR) and Sphere of Influence (SOI) update, approving Resolution 2025-26-09 and finding the study exempt from further CEQA review.
Analyst Crump told commissioners the City of Point Arena was incorporated in 1908 and that the proposed SOI affirms the 2015 sphere, coterminous with the city boundary and including adjacent designated areas such as the treated effluent spray fields and Point Arena Cove. Crump said the city’s jurisdiction covers roughly 864 acres (about 1.35 square miles) and serves an estimated resident population of 460, with seasonal increases during summer tourism.
The staff report identified municipal services offered directly by the city — administrative services, public works, harbor and pier operations, and wastewater collection and treatment — and noted no outside-agency service areas were expected within the study’s planning horizon. Staff also reported a 21-day public notice period, no public comments received to date, and posted supporting materials in the agenda packet.
Commissioners asked only clarifying questions about map labeling and minor typographical edits. The commission voted by roll call to adopt the recommended actions, including approving the Notice of Exemption and adopting Resolution 2025-26-09. The action was moved and seconded and carried on a 7–0 roll call vote.
Why it matters: The MSR and SOI establish the planning boundary and municipal-service findings LAFCO uses to review future boundary changes and service arrangements. By affirming the current sphere, LAFCO preserves the City of Point Arena’s planned service area while documenting municipal capacity and service determinations for county and city decision-makers.
What’s next: The resolution and the MSR documents are filed as the official record of the commission’s decision; LAFCO staff said the materials and the notice of exemption will be posted with the agenda packet and the matter is closed unless new proposals bring the issue back before the commission.
