CFO Phil Penn told the Cabarrus County Board of Education on June 1 that the district’s financial position is improving but remains constrained by several state-level uncertainties and a large transportation fuel bill. “Not surprisingly gas and diesel prices … continue to impact our fuel costs and my guess is we’re going to exceed the original budget for those items by about $900,000 on total for this year,” Penn said.
Penn briefed the board on two near-term budget questions: timing of proposed state one-time bonuses and the need for a short-term (continuing/interim) budget. If bonuses tied to the state budget must be paid before June 30, they would fall into the current fiscal year and substantially reduce the projected surplus; if paid after July 1, the district’s 2025‑26 surplus would be larger. To avoid operational interruptions, Penn asked the board to adopt a continuing budget resolution under North Carolina law (section 115C‑434) that funds normal operating items and payroll until a full budget incorporating final state and federal numbers is adopted.
Board members discussed budget details and public criticism directed at the finance team. Penn spent a portion of his presentation responding to social-media claims about potential savings and alleged budget “waste,” explaining accounting treatments and the limits of local control, and highlighting that many school and administrative salaries are constrained by state allotments.
Next steps: Finance staff will continue to monitor the state budget process, close out fiscal 2025‑26 beginning mid‑June, prepare an initial FY26‑27 continuation budget for the board, and return with a full recommended budget once state appropriations are final. The board moved the continuing-resolution item to the consent agenda for the June business meeting.
