The Medical Lake Planning Commission held a continued public hearing Monday on proposed municipal-code amendments addressing specialized housing and recommended the changes to the City Council.
Senior Planner Sunny presented the staff report, noting the draft amendments align with state rules and the city’s comprehensive plan. Sunny told the commission the draft uses the statutory term “homelessness” because that language appears in the Revised Code of Washington (RCWs) and explained why staff included a provision allowing a complete sex-offender check of adult residents and guests for certain temporary or religious-organization housing, noting the RCW authorizes that check (the transcript does not include a precise RCW citation).
Commissioners confirmed that specialized housing will be treated as group living under the city code and is subject to conditional-use review in the city’s residential zones; commercial and institutional zones generally do not require a conditional use. There were no in-person members of the public signed up to comment; an online commenter identified as Diane Nichols reported audiovisual problems and said she had no substantive comments about the proposal.
After discussion the commission moved, seconded and voted by voice to recommend approval of the proposed amendments to City Council. The commission’s recommendation will be part of the record sent to council for its consideration and any subsequent hearings or readings.
