At a Punta Gorda City pre-agenda meeting, residents urged clearer communication about the downtown farmers market permitting process and staff described repeated restroom problems that they say require extra portable facilities.
Wendy Young, a Punta Gorda resident, opened public comment by praising the council’s decision to revisit the market and urging officials to maintain the annual permitting process. Diane Van Beek, another long-time resident, told the council she was "disappointed in the handling of the farmers market issue" and asked, "Why was the annual permitting process stalled a few months ago with zero explanation?" She warned that rumors and vendor uncertainty have harmed community trust.
A council member asked staff whether there is data showing a need for added restroom capacity. Ron Evers, Public Works Director, said the previous market operator required extra cleaning during the day because portable restrooms were repeatedly clogged. "That bathroom just is not big enough to handle the volume of people that come and go through that market," Evers said, adding that the operator hired a full-time monitor and that the monitor has reduced problems.
Evers said staff discussed two approaches: requiring portable toilets for each market or using a larger portable trailer unit that could be moved in and out the same day. He noted that standard portable units brought Friday night would have to remain on site through Monday morning, which can create nuisance and logistics challenges.
Rachel Barry, Building Official, said restroom requirements are set by the event manual and are based on peak attendance and event length. Barry said "if there is approximately a thousand people on site peak attendance... for a total of 4 hours six portable restrooms would be required," with one being ADA-accessible. She told the council that the portable-restroom count is a total that would include any existing Herald Court Center facilities.
The chair reminded speakers that this was a brief pre-agenda session with 30-second public comments and that the full discussion of the farmers market is scheduled for the council’s regular meeting on Wednesday, when members of the public will have three minutes at the start and three minutes at the end of that session to speak.
Next steps: the farmers market agenda item will be discussed at the regular council meeting on Wednesday; staff indicated they will continue to review restroom logistics and placement and that the event manual contains the specific calculation rules for required facilities.
