The committee overseeing building planning for Shawsheen Valley Regional Vocational Technical reported that feasibility-study funding has been secured and that the Massachusetts School Building Authority (MSBA) will vote on June 24 on whether to admit the district to the feasibility-study pipeline.
"Our next item is the feasibility funding update. For those of you that haven't heard, we're able to find the money . . . for the feasibility study. So, we're moving forward on that," the chair said, adding committee paperwork had been submitted and that Robin, the MSBA representative, would circulate the Zoom link for the board's June 24 meeting.
The committee emphasized that MSBA must take formal action to move the district into the feasibility phase. "They have to take formal action as a board to move us into the feasibility study," the chair said, noting the committee had followed the steps and did not expect the state to withhold funding but acknowledged MSBA could still change course.
Julie, who compiled a one-page fact sheet from MSBA materials for the group, described the owner's project manager role and the early procurement steps. "The OPM really is the project manager for the entire project. They're basically to bridge the gap between us and the MSBA. The OPM keeps us compliant while advocating for us and also representing the MSBA," Julie said, and urged the committee to build a selection team of members with building experience.
Committee members discussed assembling an OPM selection committee and suggested several possible members, including Bob, Tony and Greg Vendal. They agreed to solicit volunteers and to run a poll so interested members could signal willingness to serve. The committee noted MSBA will need to approve the district's RFS/RFP language and that contracting with an OPM cannot proceed until MSBA has approved the selection process.
On procurement timing, members discussed response windows and MSBA guidance. One participant said two weeks was the minimum fair period to accept OPM proposals but recommended at least a month to allow firms time to prepare quality submissions; the committee also discussed MSBA's typical recommendation to include an on-site visit and presentations by firms.
Members debated outreach and public materials for upcoming town events. With town days scheduled for Sept. 19 in two communities, some members recommended waiting for an OPM to coordinate graphics and messaging, while others said the committee should prepare a basic "feasibility study" notice and "stay tuned" language if materials are needed before an OPM is selected.
A member proposed including a student representative on the committee; participants supported the idea with the caveat that students typically serve as nonvoting members and that student input is valuable for practical issues such as cafeteria circulation and building-use questions. The committee agreed to discuss a student-representative process at a future meeting.
Next steps: committee members will watch the MSBA vote on June 24; if MSBA votes the district into the pipeline, an MSBA orientation will follow to explain Module Two, the OPM and designer-selection process, and procurement details. The committee plans to convene after the MSBA decision to form the selection team, finalize outreach timing, and issue the RFS/RFP according to MSBA guidance.
